The Visitor Center provides visiting assistance to family members and friends including a sheltered place to wait before and after visits, transportation to and from local transit terminals, childcare, clothing appropriate for visits on loan, and information about local resources, visiting rules and regulations. Local Inmate Family Councils (IFC's) are a gathering of family and friends of the incarcerated who meet regularly with Wardens to support visiting since keeping strong family connections with loved ones is a powerful rehabilitative tool. These IFC's promote visiting by clarifying rules and regulations as well as discussing health, education, vocational training, packages, books, and related issues.

The mission at Deuel Vocational Institution (DVI) is two-fold: DVI’s primary mission is as a reception center that receives inmates from 29 Northern California counties. DVI’s secondary mission is to provide housing for general population, level I & II inmates serving their term of incarceration at DVI. Reception Center:  Staff process RC inmates by compiling and evaluating the inmates’ criminal records, life histories, medical and physiological histories, and social histories. The information is used to determine the inmates’ custody score and to identify any specific placement needs the inmates may have. Once the reception process is completed, the inmates are transferred to one of the 35 State prisons where they serve the remainder of their prison sentence.
General Population:  General Population inmates are those inmates that are remanded to the custody of the California Department of Corrections and Rehabilitations (CDCR) to serve their term of incarceration. Prison Industry Authority (PIA):  Dairy/Farm – The CALPIA operates a full dairy and farm operations on DVI grounds, which consists of approximately 1,400 head of cattle with 600 being milked on any given day producing approximately 162,000 gallons of milk per month. The dairy packages ½ pint, ½ gallon, 3 and 6 gallon dispensers in nonfat, 1%, 2%, milk. Also included is 1% chocolate milk. The milk is then shipped to PIA customers throughout the northern part of the state. CALPIA also farms approximately 450 acres of corn for silage, oats, and alfalfa hay used as cattle feed. This operation employs minimum support inmates who get on the job training as dairymen and/or farm hands. DVI was named for the late Senator Charles D. Deuel who sponsored legislation establishing the institution. The facility opened in 1953 and was expanded in 1959, 1981 and 1993. Jerome Price has been warden or acting warden at the Deuel Vocational Institution since 2012. He has held several positions at DVI since 2011, including chief deputy administrator and correctional administrator.
He served in several positions at the Sierra Conservation Center from 2003 to 2011 and from 1991 to 1996, including correctional administrator, captain, lieutenant, correctional counselor and sergeant. Price was a correctional lieutenant at the Northern California Women’s Facility from 1998 to 2003 and at DAI, California Department of Corrections and Rehabilitation, from 1996 to 1998. Price was a correctional sergeant at San Quentin State Prison from 1990 to 1991, where he was a correctional officer from 1986 to 1987.
