This land is currently zoned Rural Residential and was previously earmarked for new sportsfields. A long-term supply and demand analysis across Tauranga has concluded that sportsfields are no longer needed at this location. Tauranga City Council is now proposing to sell some of this land. Smiths Farm is one of the Council-owned properties included in Council’s wider Land Sales Programme. Kopurererua Valley reserve land would be retained on the eastern side of Takitimu Drive, as would the green bank along Takitimu Drive and land that is required by the New Zealand Transport Agency for future state highway projects. A portion of the Smiths Farm land that is currently designated for state highway projects could potentially be developed. This portion of land is indicated on the Smiths Farm site plan as ‘Potentially developable land subject to designation alteration’. A designation is a planning mechanism used to protect land for future public works. Any development of designated land would be subject to further discussions with the NZ Transport Agency. Regarding the disposal of the site, the two general options before Council are: Tauranga City Council wants your feedback about a proposal to establish a Special Housing Area in Bethlehem. The Council is considering an option that would accommodate for the city’s growth by fast-tracking urban development in the Smith’s Farm area.
This would be achieved by establishing some of the Rural Residential land as a Special Housing Area. No decision will be made about the Special Housing Area until December 2015 after public feedback has been received. A Special Housing Area is land where new housing developments can be fast-tracked even if the area is not currently zoned for residential development. Special Housing developments do not need to be used for low cost housing, affordable housing or social housing. Special Housing Areas are part of the Tauranga Housing Accord. The Council is proposing a new residential development that would consist of 180-240 suburban sections, depending on final site constraints and section sizes, as well as a new neighbourhood reserve of approximately 3,000m2. A Special Housing Area might also provide for retirement village development opportunities. The new development would be accessed from a direct road connection to Cambridge Road or an extension and upgrade to Westridge Drive.
Reasons to consider a Special Housing Area include: No decision has been made about how such a development would be built. Each of these options will be further investigated. This matter does not need to be resolved before a Special Housing Area is established.
