The Neighbours of Glasgow Street Community Action Group is fighting a decision by the city’s Committee of Adjustment to grant zoning variances for a proposed replacement for the existing house at 202 Glasgow St. N. The Committee of Adjustment – a quasi-judicial body appointed by council that deals with minor zoning variances and related property matters – sided with the owner of 202 Glasgow St. N. at a hearing on Feb. 11.

One of the variances it granted “would in fact create a de facto up/down duplex, if not triplex,” because of the proposed layout of the new house, the group claims. Many neighbourhood residents objected to the variance, “since the appropriate process by which to plan and build a new duplex in an R1B zone would be to make an application for rezoning,” the action group said in a news release Monday. The group estimates it will cost about $7,000 for it to appeal to the OMB. To fund the appeal, it is launching a crowd-funding appeal to the neighbourhood and to the community of Guelph at large. The action group has created a website and informational video to share what it has learned and experienced so far with other Guelph residents, “in the hope that every citizen and every neighbourhood can be better prepared should they find themselves in a similar situation,” the release said. “The website includes important information regarding the de-listing of heritage homes, the demolition process in the City of Guelph, the accessory apartment bylaw and variances, and information regarding the protection of Guelph’s natural heritage (especially its trees, wildlife and birds) around demolition and new development sites,” the release said. Donations can be made through the website, and all funds raised will support the action group’s OMB challenge, it said. The neighbours who make up the action group were angry that they weren’t notified when council approved the demolition permit for 202 Glasgow St. N. last November. They say they didn’t find out about the demolition permit until a notice went up on the property about the Committee of Adjustment hearing.
